That one has been reported a couple of times, and usually it's rejected due to the premise that the female dog seems to really be enjoying herself in the video, and is behaving like a typical receptive female dog in heat. But there is a couple of gray aspects to the video, such as the guy lifting her up, the fact that she has a leash on (not sure if it's attached to anything or just loose), and the fact that during one of the times the guy dismounted she wasn't allowed to spin and clean herself. But overall, the canine appears to be enjoying herself.
So it sits in the sort of "gray" category.
That's understandable, I was concerned by a few points:
1. The leash has tension on it at multiple points, which means she's definitely tied to something and is being hindered by it.
2. Obviously as you mentioned her being held and lifted up
3. There's some yawning and lip licking in the video which is generally a sign of stress and/or discomfort. Context matters of course but I feel like when you combine that with her trying to leave at several points it's a bad sign.
Edit: I make no attempt to claim she's being forced entirely to participate, the video doesn't seem to suggest that, but my main point is it seems unethical for her to be forced to stay in place and not leave/return as she pleases.
