It has even more uses. Sometimes a mod rejects a report usually the mods you do not see online often do that (even though it happens rarely) but some other mod sees the public report here and decides that it is actually a good idea to remove the thread.
It is also maybe a little persuasion tool. Since the report is public not acting on it might look bad in some of the worse cases making the mods (at least those more benevolent) maybe rethink their decision. I heard a few years back, removing content was not going so smoothly.
Of course the main purpose is education, connecting idiots to their abusive posts forever and providing history and identification for repeated posts of the same crap.
