I’m years late to this conversation, but I want to assure you that you are not. I don’t own any pet fish or have any fish plushes, and my vision disability limits my ability to enjoy watching fish swim or take in art and products. But I like fish including koi, catfish, mudskippers, piranha, pacu, and remora.

I don't know how good a toy it would make.
