Yeah, it's something I tried to review yesterday (the report in question) but I couldn't get the videos to play on my phone.
But yes, it can be a tricky subject to tackle sometimes. As many videos are close up, so it's hard to see what their facial expressions are, if there's any leg movements such as "stepping dancing", and body/torso twisting, etc.

Here's my analysis...
Video 1: She seems not particularly interested nor disinterested. Although with the lack of happy dancing it would indicate that she more than likely did not achieve an orgasm. As, normally when they do, they'll "happy dance" meaning that the flip out, run around, and become very playful. While she didn't get a whole lot out of it herself, I wouldn't necessarily call it "abusive" either. Just really mediocre sex in general.
Video 2: Like you've mentioned, the tail lifting is definitely not ideal. Funnily enough I've actually been thinking about posting a thread similar to this... kind of. There's a few videos that do clearly show female dogs consenting and very much enjoying sex with men.
