Sex with stray dogs?

Our town has a leash law so it would be a neighbor's dog that probably got out of his/her fence so MIGHT be safe.

I know there’s probably some controversy with this topic, I’m not even sure where I stand on it myself. But for the people who hook up with stray dogs, how do you know 1 they won’t pass worms/ diseases to you, and 2 if they’re neutered or not?
