funnily enough, with gene-editing technology advancing in modern times, many governments have already passed laws against making hybrids specifically between humans and non-humans.
hybrids between two non-humans? sure.
taking a few useful traits from nonhumans, such as disease immunities, and applying them to humans? absolutely!
but if you dare make a hybrid whose appearance smacks of anthro furry animals, youre guilty of a crime, not just against the state, but against nature itself!!!!!!
the reason its sort of humorous is that, even with the advances, gene editing is nowhere even close to being able to pull of something like that. so making these laws was a serious overreaction, preparing for something thats probably a century away. it shows more about some peoples hangups and qualms than anything

I'm trying to make the first human-canine hybrid... for science! So far I haven't been successful, but if I ever do succeed, I'll be swimming in government money! Lol
