We can speculate all we want about breed averages but there is always gonna be variation like the random smaller breed individuals who have such a large cock that AI is necessary because breeding them with a small bitch wouldn't be safely possible. Then a dog of the same breed, same build and weight may have a mini sized pencil thin dick even when erect. The same can be said with large breeds.
