Yes certain dogs can be sexually active as early as 6 months but your missing the entire point. 6 months is still a puppy. They may have sexual urges that early, but they're not physically mature nor do they quite understand those developing urges yet. Wait until a dog has went through puberty! (Atleast 12-18 months is a rule of thumb because that is considered the point a dog ends puberty and is capable of handling sex. You wouldn't breed two dogs together at 6 months old would you? No because its not safe. Even in regular breeding you wait until both animals are mature. The same precautions should be applied to humans having sex with animals) if I have to explain any further why fondling a puppy is wrong to you I'm wasting my fucking time.

Well shit man. I'm the one who hasn't fucked any underdeveloped dogs or any dog ever under a year old. Period. I used breeding in comparison because well it is a similar subject. You don't breed a pair of dogs before they are ready. You shouldn't fucking rush into bestiality either or tempt newbies into doing so without any precautions. But if you don't care enough about the well-being of an animal to keep your cock in your pants long enough to build trust with said animal and keep your hands off a puppys cock.
