Gotta say, being a lab owner, I have to disagree - they are high energy, intelligent/easily bored, high care dogs that don't calm down till about four years old. This means a ton of care and attention, and lots of outdoor time (as an apartment is super confining).
If you've not had a dog before (especially at 19) and if you're on your own, having a dog becomes an entirely different kind of life (with a lot less freedom and flexibility) - it's like having a special needs child at home, that you need to make sure is cared for: fed, sheltered, walked, and healthy... which is expensive and time consuming. Can't say it's impossible, and can't say it's not right for you, but dog ownership is a lot of responsibility and hugely different lifestyle. A high energy dog (like a lab) that you'll have from puppyhood (if you're buying a male, so that you can raise him unaltered) will be an entirely new way of living. It's worth spending a lot of time considering if this is truly right for you.
And, of course, the obligatory "if all you want a dog for is sex...." warning, but that should be understood by now. Unfortunately, people are still people.
