What song are you listening to?

I remember somewhere between the mid 90s and early 2000s a certain song that sounded more like a house or bass music song that would play on the radio during that time. It was a mellow, dance/electronic beat with a repetitive bass line, and every now and then some Latin-style brass/trumpets, but the one thing I vividly recall from this song is a voice sample, a really high-pitched voice sample that would repeat every now and then. I couldn't tell what the sound sample was saying; to me it sounded more like "a-ree-hee-hee-hee, a-ree-hee-hee," and then it would be followed by those Latin-style brass/trumpets again.
