It's not condescending or insulting, that's the proper term for a female canine. The derogatory use of "bitch" to a woman is to imply she's acting like a female dog. If one is familiar with dogs, especially in groups, females can be very aggressive and unforgiving. In the canine world, females are often the pack leaders. It's no more offensive than calling a female horse a mare, a female donkey a jenny, or a female bear a sow., those are the terms used to denote the female of that species.
