Dunno about your country, but in the US there's no punctuation, so you couldn't have that paren in there.

I can't think of any cow ones, but there's plenty of dog plates here. They don't seem to look for zoo related plates to ban ...and they're really cheap.

Something similar happened in my country.
His plate text meant ‘unknown’.
He received many fines and at some time his car was even reported stolen - all because when the police didn’t know the exact number, they just wrote ’unknown’.
And then the system found his car ??
He now has a normal plate.

You are right. I have just looked it up.
Here only digits and numbers are allowed. 2-7 places.
So my suggestion is not possible, and a C will be hard to read when mirrored ?
