It was legit.
The Pony wanted people they wouldnt be called to task for by families of the Riders and Hostlers....In 1860, the main route was through indian country all the way to Sacramento. I've driven the route, except for the miles in Missouri and visited every Pony Stop still extant....it would have been a tough ride even without people shooting at you. Here in Nevada, Independent stops that weren't a general store or an Army post were often built without a roof. They were taking advantage of Nevada's notable lack of precip, which is less than 7 inches a year....Those stops were just walls of native Tufa. That stuff will take the toes right out of your boots...Like a sponge, but made of glass. All edges.
Of course, I'm aware of the qualifications, and there is nothing "amusing" about them. What I find amusing is the verbiage and presentation of the recruitment ad in it's stark honesty. To someone who may not even know the Pony Express existed, the ad might look like satire of the early post office system. In actuality, and if the ad worked, no doubt it would recruit what the Pony Express needed.

It worked....The Pony didn't last long, but it wasnt a failure on their part. The Western Union Telegraph went Nationwide in 1861, and killed the need for the Express Riders. And it was kind of amusing, because a lot of those fellas fit the requirement, but some did not. One even found himself rich from a silver strike where he holed up from the Paiutes overnight. Silver so pure, if you pushed a coin into it it would impress a reverse image.

Wow, thank-you for this!
