Grundstücksverkehrsgenehmigungszuständigkeitsübertragungsverordnung is not a word actually, it uses the German possibility to chain words together. You could as well say "Grundstücksverkehrsgenehmigungszuständigkeitsübertragungsverordnungsgrundsatzentscheidungsbevollmächtigtenzertifikate" or comparable, which would be "certificates for plenipotentiaries regarding decisions of principles regarding regulation governing the delegation of authority pertaining to land conveyance permissions". ?
Or even add another 20 words if you want, but it's ways easier to keep track of if you write it as a sentence.
