I believe that is only required if your car has a carburetor. At least that's what I've heard. But hell if I'm going to drive with a freezing cold steering wheel!

It’s easier on the rotating assembly if you let you oil get up to temp and flowing nice, and bearings an cranks and what not expand with the heat. But as long as your not red lining your car every time you start it up in the winter you should be fine ?.
