i went back and fixed it
Unfortunately once it's posted, even if you go back to edit it to @ correctly, the person will not get a notification. The only way for them to get the notification is to delete the post and post it again. Fun fact for the night before you go off to rest.

Only for @ notifications. My guess is that the software will push the notification for the initial post, but an edit is tracked differently in our software. I've seen many instances where a user @ed me to bring my attention to something in need of moderation, only to never get the notification. I'd check their post edit history and see that their initial post didn't @ me.
