Wow, that should be from around -45 to +40°C~, that's quite an extreme span.
Fortunately we have rarely such deep temperatures, as the stated < -20°C, as else we would need ways deeper routing of water pipes as example, because the ground would freeze a lot deeper.
Here it is enough to lay the pipes at around ~1 to 1,5 meters depth to prevent freezing damages. Temperature stays there around 5-13°C all the year. No -40°C reachable at out region.
