It wouldn't actually start, think potato in the tailpipe, the back pressure in the exhaust system turns the engine into a rather large and inefficient air compressor with no storage tank.

See a similar situation with melted/clogged catalyst converters, the engine tries to start or run only to stall, sometimes you can actually hear the exhaust leaking the built up pressure out the tailpipe after the engine has stalled.
