Yes they do, 28 day cycle, 21 days out and 7 in after they reach maturity, while they are mild during the winter months they do still have heats year round.

My pony is just over eight years old, started having heats at 14 months which isn't unusual, my miniature mare is 27 years old and started at 18 months old, and I've had both since they were born. My other two are also up there age wise but neither was foaled here so I don't know when either had their first heat.
