I have two dogs, male and female, that I dont want to get fixed, but I also dont want puppies. How do you guys go about preventing this issue?

Earplugs are a must. When my mom's female Doberman was in heat, my male would howl all fucking night.

We do not give dogs of the opposite sex to inexperienced people.
Separate confinement, preferably far away. Not a paper room door ofc.

I grew up with dogs that had to be separated all of the time bc of heat cycles, I didnt know if anyone had found a better alternative to constant howling or neutering

Find a reproductive veterinarian and have your male given a vasectomy. Other options would be a tubal ligation or ovary sparing hysterectomy for your female. If the vet objects because you don't have a breeding program or are not involved in dogs professionally, try stating it's against your religion of beliefs to do the gonadectomy. Otherwise, yes, keep them separated, and there will be frustrated canines as a result. If you have a trusted friend or family member that your dogs like, boarding your male elsewhere may be the least stressful option.
