Why aren't owners who are irresponsible barred from buying pets?

There are those individuals who buy a dog or whatever then turns out dog is being a dog tnen after a couple or so months to years they drop them in the shelter (concentration camp go brrr) where they are awaiting execution or new home.

These individuals should be barred for getting new pets if they don't complete this obligation. If its for a valid reason like moving out or allergies or something prohibitive they should survey those individuals if they are truthful. Ban duration 3 years.

If they buy from anyone it turns from a fine to a misdemeanor if they violate the order.
