Which States Have the Most Beast Arrests?

I know it’s illegal in most states in the US, but are certain states more likely to enforce the laws more than others? Thoughts?

Probably FL or AZ, both have known vigilante cops who make it their life's work mission to entrap as many as they can off sites like this.
