Although I have no experience to back it up, I’ve been told by quite a few people the Malamutes are particularly slutty. But any bitch in heat, as long as she’s big enough will take. Out of heat...we’ll that’s where you roll the dice. It’s more about the dog and it’s personality than the breed. But in my opinion, a shepherd or other working breed or retrieve would probably be your best bet, as they tend to be hyper and eager to please.

By fixed they mean not broken.
A female dogs hormones allow her vagina and uterus to grow to the adult size only after the first maybe second heat cycle.
This means if they are desexed early they cannot physically be compatible with sex even if they are willing.
A dog may not be mentally developed enough to ask for sex until 2 years of age or more though when in heat they will be wild for it.
With bitches being as tight as they are I wouldn't worry. My bitch experience to date is with several mastiffs and all of them have required some gentle stretching before full on sex was possible.

There is no best really, of course bigger dog usually better suited. However each dog has personality and may or may not be sexual as you hope.
