Even before it became standard practice to abandon enough vehicles and weaponry to equip a large army it was common practice to leave behind all food, water, and other sundries when abandoning a base.

The Louisiana, Texas, Arkansas and Mississipi and Tennessee National Guard will already be doing those things for now...and hopefully the Churches that traditionally do those disaster relief things will be aiding the Red Cross as well.
