Unable to PM or Join groups

I am aware of the requirement for at least 10 posts to gain PM and group abilities even with more than 10 posts I am unable to do these. What has changed in this regard?
 
Well, im new here.. and i dont feel like shitposting and spamming threads just to unlock this feature. But i guess ill have to.

Or you could join and engage in meaningful conversations. Maybe, you know, build a post history that will give some insight to those you want so much to PM that you're not just a creep and are someone they actually want to be bothered by.

well.. i did not.. there was actually some useful interesting stuff to engage in..
