Unable to PM or Join groups

I am aware of the requirement for at least 10 posts to gain PM and group abilities even with more than 10 posts I am unable to do these. What has changed in this regard?

Nothing, it takes a few moments to enable it.

Or you could join and engage in meaningful conversations. Maybe, you know, build a post history that will give some insight to those you want so much to PM that you're not just a creep and are someone they actually want to be bothered by.
