Question about the ignore feature

If someone's profile says "User limits who can view their profile" can that also mean someone ignored me? This is probably a dumb question but I'm unsure about how it works.
 
No, that means they have their privacy set either to no one can view their profile, or only friends (those that they follow) can view their profile.
