Problems with applying for membership in various groups

Hello everyone. I'm trying to register in one group or another. Unfortunately, I only ever get error messages.

"Your user group is unable to send PCs to anyone.
Please notify the site admin of this message.
(Maximum conversation recipients = 0)"

Do you also have this problem or better still, can you help me?
