Potentially? It's probably to mitigate people who make accounts for a day and then vanish if I had to guess

No, you can loose the ability if your posts are deleted.
But nothing is deleted automatically after a certain amount of time.

There is no time limit. It's just that lurkers tend to write in places that will be deleted, so the number of comments also decreases. You don't have to write 10 messages, but more, and then even after deletion, more than 10 will remain.

We also have a 30 day time limit on my native language forum, so even if they spam 10 comments, they can only post a private message after 30 days.
