A Nell Brinkley Illo. Nell was a sketch artist who got her start doing Court Drawings during the Nesbitt-White-Thaw Trial. Her drawings of Nesbitt were a highpoint of Newspaper Lithography in her day.She passed in '44, so this is before. Id guess at 1920
