You can't. It's a security measure in response to abuse of that ability to send pedo abusive and other content banned on the site.
 
I suppose you could try making a private group and only give access to it to the one person you want to be able to see the video. Or you could put it on some file hosting site like mega or dropbox and give them the link.
 
Um...I don't suppose I'd be lucky enough to add you to the list of pups I watch? I assume you keep it to your close friends, just wanted to check cus pups are hot af ?

It's because lurkers/tourists were sending Pedo porn, Animal abuse porn, as well as horn dog men sending dick to female users. Word was that there was a small underground ring of both pedo and animal abuse porn involving many users. Unfortunately ZT had no other options, as it was the quickest solution to stop this problem.

It's normal for any serious forum to have restrictions on new accounts. That's how you prevent spambots from being able to operate. You just have to prove yourself as being real by being active to move beyond those restrictions.
