New Thread Vs. Revived Thread

I am wondering and dont know the answer to this, If Someone wants to post a Topic that has been posted before, but the last post was from a while ago, what is the consensus about what would be better: Posting A New Thread; or Reviving an Old Thread with a Similar Topic?

i think reviving a thread is okay if you have something to add, not "uhm, i agree".

(Bringing the conversation back into one thread) I agree, I think responding to old threads is good. Those that are of a different topic that have been brought up previously that have comments in them is good to see what people have commented about it in the past​
