Male dogs and behavior in public

While bringing my partners for a walk i sometimes notice male dogs that hump legs or try to lick their owners.
I wonder if it's a matter of excitement
My partners never did such things in public, perhaps because they mount me twice a week?
 
From my knowledge and research, male dogs humping can be sexual since humping, licking and mounting are innately sexual in nature, but is not always sexual and can be the result of either showing dominance, playfulness, certain medical issues, or as you said overexcitement.
It's possible that they relieve themselves when in private so therefore they don't show the same action in public, or it could also be the fact that they were properly socialized and have had obedience training or a mix of other factors not included.
Humping and licking in dogs is a fact of nature.
