None of the information so far in this thread is correct, which is odd since all it takes is a simple google search. There are two countries where it is legal in Europe.
The answer you are looking for is:
Romania
Hungary
Belarus
Russia (Unless animal is hurt, though there is no specific law)
Finland
Iceland
These are countries where beastiality is legal, though that is not necessarily the case with possession of zoophilic pornography or sale/distribution of said pornography. But if you mean places where there are no legal repercussions for the acts of beastiality, the aforementioned list is a good guide.
My two cents are that your best bet for a multitude of reasons are Romania and Hungary.

Nowhere. It's basicly illegal in Germany, it's defenetly in the Netherlands, and Finnland dies not striktly has a law against it explecitly, but you will get sued nonetheless.

You are right about Denmark and wrong about Germany.Everywhere in developed countries, the zoo is illegal. Wikipedia lists and the like are wrong. They do not take into account that if there is no separate zoo law in a country, even animal welfare law make it illegal.

Porn film studios were allowed to make such films, the law allowed, so many animalsex films were made in Romania and Hungary in the past (before 2009).
Not sure that Germany is actually at the forefront of animal welfare.
