Is there an "age" at which you would know if your dog is intrested or not ? I read a few posts here that say that sometimes they are just not intrested and will never be ?

Generally speaking you should not attempt to masturbate a dog until he is sexually mature. You should wait for the dog to show sexual behavior like interest in female dogs and mounting/humping.

Some dogs will never be into having sex with you though.

Puberty begins around the age of 6-9 months, sexual intercourse can begin around the age of 12-18 months, but this also depends on the dog. There are dogs whose first heat only occurs at 14 months, etc. This question can only be roughly answered.
