For starters. Male dogs don't have Heats. So him not being interested could be more along the lines that this was a first time for him too.
Next, stroking dogs is very different than stroking a human. You may find that different techniques will get much better results.

Eh, I could give it a go more with him tomorrow. We'll see. But the issue is that I don't really have any alone time with him. I only have the rare weekend that all my flat mates are out. I can't risk doing it when they're here.
