You can not tell in advance. It is a danger that comes with the territory.
Do not treat the platform as trustworthy the same goes for the people there until you become friends with someone for long enough you think you can trust them.

Telegram itself is not designed to protect you from your own device. It stores images and videos on your device unencrypted for example.
And the end2end encryption there only work in private chats not in groups.

The phone number required for registration makes it unusable for people who care a lot about their online privacy.
Considering you can not stop using the phone number if you ever plan on logging off telegram.
