Is there any risk to accidentally go inside the urethra while fingering my bitch?

The urethra is going to be a very small opening. I think accidentally going there is not likely at all. It would be extremely paiful and your dog would immediately react to it.
More likely you are going in from a bad angle and also hitting the ring muscle.
 
The urethra is very small, you can't even reach into it with a little finger, and if there was even the slightest movement, the dog would immediately jump and howl.

The ring muscle is strained, or you are trying at the wrong angle. Some dogs need a lot of time to relax.
A new dog anyway? Because even new dog in the zoo tend to be tight, because what they do is strange and new.
