It is completely possible, you don't need to be on all fours with dogs anyway! Just lay on your back and let the dog know this is a good humping position, they'll get it.

This is the pose I've used the most since it gives me a lot of freedom and more closeness to the dog, even though I've only ever been with big dogs.
Also; small dogs are surprisingly well-hung in general, it can work, but only if the dog is into giving a human a hump. Not all dogs nor all species of animal are interested in interspecies sex.

too small. smallest actually capable of tying with someone (anal to hold the knot) would be a cocker spaniel.
if your just meaning penetrating you then yes any breed can technically do that given the right help
