Inexperienced questions

Hi everyone, I'm super new here and I have a lot of questions, but my first one was for more experienced/well educated people. Why does my dog (7-9 month GSD male) lick me (22-25 female) constantly and profusely, but doesn't mount? He gets insanely hard and will go to the point of pushing me on my back and stuffing his nose in between my legs to pry them open, and he will stay there and lick for up to an hour (all with a raging boner I mind you!), but if I offer for him to mount he doesn't know how, and doesn't try to either. I'm not going to force anything on him, and I am certainly not going to pressure him into doing anything. He seems incredibly interested in me though. Is it something that needs to be taught? Does it come with age? Maybe he's too young? I want to learn more because I want him to be happy and safe. One of his favorite things is to "win" me, where we will play tug of war rope for a while, and when he wins, he gets very happy, and then very horny.

I guess the first question is is he neutered?

I have spoken with someone else that has a GSD and they also will only lick but not mount. Maybe being fairly young he just doesn't have the urge/desire to mount yet. I have a GSD and he was about 16 months old before he mounted my girlfriend at that time.

My guess is that he is both too young and inexperienced. I would give him up until at least a year old before encouraging him to mount you, and then there are fantastic, detailed guides for that in the "How-To" section of the forum. If he hasn't been exposed to other intact males he could learn from it's unlikely that he'll figure it out all on his own, he may need your guidance. After the first few times I'm sure he'll have it all figured out. Just my 2c.
