How to join groups?

When I click "Request Membership" on any group, I get an error that says I should ask the admin.
Anyone know what I'm doing wrong?

Here is the exact error:

Your user group is unable to send PCs to anyone.
Please notify the site admin of this message.
(Maximum conversation recipients = 0)
