I would assume it's because he's neutered. After they get snipped they lose interest in sex. At least for the most part.

agreeing with what has already been stated here. the neutered part is always going to be problematic. but you still might have some impulse/habit mountings. 
if he is already enjoying licking you, you might try being on all fours and "presenting" when he's doing that to see if you can urge things on a bit.

One of the primary reasons for the sexual mutilation that most people call "neutering" is to destroy the sex drive as completely as possible. Based on what she's saying, it sounds like it worked as exactly as planned for the OP's dog.
