Then odds are he won't ever be into it as he doesnt have the hormones to make him horny anymore: I'd say about 80% of neutered dogs lose all sexual interest after being "fixed" (this term irritates me as there's nothing "broken" about a dog being left intact! If anything "fixing" a dog goes against their natural state: how nature intended them to be! And should only be considered if its to stop an existing health issue, like pyometra in females for example) Anyhow there is some that retain interest after getting snipped but its rather uncommon

Have some patience! Your time will come I'm sure! There is a high chance that that "fixed" dog will never be interested again. On the other hand are you jerking his penis the right way? Pressure behind the knot, short strokes forward while squeezing the knot?
 
I also have a dog that is neutered. I've never had an issue with him wanting to stick his nose down there though. All hopes of being mounted are for sure out the window though.
How ever a tip would be to put a treat of some sort where you want him to lick you. For example: peanut butter, or whipped cream, ect...and have him go for that. I think they are referencing that a lot of comercial bestiality porn uses fake cum in massive amounts and so doesn't relect realism.Most parts of comercial porn are entirely fake/unrealistic.

if you don't see the difference between using something where the result feels good to you (baiting) and using something to not only gauge his interest, but more importantly mainly feels good to him (jerking him off) than you're part of the problem.
