Idk if this is even the right place to post it but I have a dog who’s a little smaller than me but not like daushund size uno, he is neutered but he still humps and stuff when I stroke him but he won’t mount so is there anything I’m doing wrong/anything I can do to get him to fuck me?

Neutered males are extremely unlikely to mount ever. I'm going to assume the humping is just natural reaction to the stimulation, but as far as even getting the motivation/urge to mount, most never reach it especially if neutered young.
Is there anything I can do? Any behaviours or methods to try? (If you are ok with telling me)
