Help! My female shep is constanly fapping

So lately, my dog is fapping a lot lately. While doing this she is scratching fast on the ground, rug or funiture. The latter most the time.

It is getting really annoying and I dont know what to do except doing more excercice with her. Hope I dont have to neuter her.

Anybody who can help me with that?
