i recently got into the idea of having sex with a horse (either fucking a mare or receiving from a stallion) but i don't really know where to start or even the slightest idea where to begin, is there anyway to meet up with horse owners that would be willing to help me with this or do i just kinda have to know someone already?

Animals aren't sex toys to be passed around to strangers. Spend the time to get to know someone, as a person not a pimp, and in time if THEY feel inclined and safe THEY can OFFER to allow you access. Or you can go get your own with all the costs and responsibilities that come with it.
