Have you try using lube on yourself and then on his anal? Highly recommend pet friendly water based lube. Like finger him first before putting your wee wee in. Also some male dogs aren‘t too keen on anal. He might think you’re trying to dominate him. Also I wouldn‘t recommend sheath penetration. Can lead to bacteria/yeast infection growth if you don’t clean properly, also lead to tears, and painful urination for dog.

My advice is, if it hurts him, find other enjoyable activities for you to do together. If you keep pushing the issue, hoping someday he'll tolerate it or will be less painful, then essentially you're conditioning him to be raped. He either likes it or he doesn't. If you tried a couple of times and he yelped, tried to get away, was visibly uncomfortable, etc, then please just stop.
