I am not going to censure anyone. After all, it's reasonable for humans to put our own species ahead of the others. Every human individual matters. For animals, we seldom take care of them, and when we do so, it's usually a matter of the whole species.
We can risk our life to save the ones we cherish, no matter animal or human. We have empathy for others, which lead us to save a complete stranger. The empathy is bond with the sense of relation. When seeing a person suffers, we may feel the same, and think of our own pains and sorrows. But most people simply don't relate that much to animals. And that's why animals are the least concerned in disasters. They are regarded as a kind of resource, which is, not that precious. That pisses me off, too.
